Mengganti wallpaper pada windows 7 starter

Berawal dari temen yang ingin mengganti wallpaper di laptop kesayangannya, saya disuruh untuk ngajarin n jelasin "Kenapa laptopku koq gak bisa diganti wallpapernya?". Awalnya aku bingung bagaimana cara ganti wallpaper di laptopnya? Kebetulan dia menggunakan windows 7 starter. Aku pun berinisiatif untuk mencari tau permasalahan tersebut di internet. Tanpa disengaja saya menemukan program Oceanis Change Background Windows 7 di blog fast&cheap.com 
Setelah cari-cari tau di internet, ternyata memang windows starter tidak memiliki fitur yang digunakan untuk mengganti wallpaper. Karena dia termasuk versi windows 7 yang paling rendah.

When I arrived in the city of Mojokerto, I passed the freeway. There are Police Station at the corner T-junction which I have passed. I do not know if after I passed, the police were after me and ordered me out of the way to stop. At that time, I was very confused. "What have I done? What's wrong with me?" I said. The police immediately asked for a Vehicle Registration (STNK) and driving license (SIM).
